This solves what #111 solves, using native tagging from colmena and a small amount of documentation.

Netboot deployment shall be added to our Colmena in the future, but let's keep it simple for now.

feat: add @localboot tags for machine which can be deployed 6733e21444

colmena does not support netboot deployment, this is fine. We can fix it
later.
