agenix fails to build when Lix overlay is used

That's awesome! In the meantime, I worked around it by doing this instead:

pkgs.callPackage "${agenix}/pkgs/agenix.nix" {
  nix = pkgs.nixVersions.nix_2_18_upstream;
}
