Because iusb is unreliable, we should only use it for bootstrapping machines or recovering them if boot breaks.

This means

  1. Establishing the knowledge about how the machines netboot and what we're using iusb for. We don't have any existing docs that contradict this new position as far as I know, so this is mostly about writing new documentation.
  2. Changing the local-boot-mirror service to use an ipxe image shipped with the system closure rather than from iusb.

If anyone wants to do either of these, go right ahead. Otherwise I'll get around to them eventually...
