We have many Grafana dashboards, some of them were edited manually instead of made available in this repository properly.

It seems worthwhile to invest into something like JSONNet to generate Grafana dashboards like https://gerrit-review.googlesource.com/q/project:gerrit-monitoring does it.

This means converting potentially existing dashboards to this format if we want to modify them in the future.
