Disable CLONE_NEWUSER when it’s unavailable

Some kernels disable "unpriveleged user namespaces". This is
unfortunate, but we can still use mount namespaces. Anyway, since each
builder has its own nixbld user, we already have most of the benefits
of user namespaces.
