Rebecca Turner e7316a8e99 Add treefmt pre-commit hook
This lets us use different formatters for different filetypes.

Rebecca Turner 7b3ef56094 Add pre-commit checks
The big ones here are `trim-trailing-whitespace` and `end-of-file-fixer`
(which makes sure that every file ends with exactly one newline
character).
