Somehow it's taking even longer on Garnix despite being sub-1s on my desktop. I'm not positive that collapsing all migrations into a single one for initial setup is a good idea as it makes the upgrade path less tested.
Now `atticd-atticadm` can be used to run `atticadm` as the `atticd` user. `atticd` is no longer added to the system path.
Seems to be timing out on Garnix.
