Local staging environment for releng #765

What if you could run a nixos vm that provides the staging environment for releng? This isn't required for lix core to test releng, but it is necessary for other people.

Mostly this just needs garage; forgejo could be done but is much less important and requires annoyingly more configuration.

Note the way that garage ephemeral keys are obtained: https://git.lix.systems/lix-project/lix/src/branch/main/releng/keys.py
