post-build-hook output should probably go into the system journal #675

Currently as it stands, post-build-hook output is hidden unless your log format actually outputs logs. This is annoying at work because post build hook failures don't get into any log that is actually findable after the fact in spite of generally being a thing that is owned by the "system".

Also it maybe should just be printed by default if you don't print-build-logs? It's usually much shorter than that and is useful to the user.
