Get debuginfo for kj/capnproto #550

Currently we have no debuginfo being built or linked into lix for kj/capnproto. We appear to be statically linking kj, which is fine I guess, but it does mean that separate debuginfo is not a thing that exists for us. Probably we need to do something to the kj derivation or figure out why we are statically linking it in the first place (perf is a valid reason).
