Make it possible to track if the author of a CL has already submitted tests and or release notes.

Has-Tests and Has-Release-Notes.

Range 0 to +1, allows self-votes to allow author to mark them as present before review.

Specify that +1 is also equivalent to "not needed" and block submission otherwise
