nix-eval-jobs darwin ci is unusably slow #1015

https://buildkite.com/lix-project/lix/builds/5313/steps/canvas?jid=0199e7d6-1704-4695-8205-a3b3dc2e53e0 this test run took 42 minutes on a system that runs only two jobs concurrently, the other one being a full lix build that ran in less than half that time. n-e-j darwin ci is blocking agents for far longer than can be justified, and it really needs to be fixed.
