fetch: nicer infinite recursion errors

- This change applies to builtins.fetchurl and builtins.fetchTarball
- PoC: `let x = builtins.fetchurl x; in x`
- Before:
  ```bash
  $ nix-instantiate --extra-experimental-features flakes --strict
  error: infinite recursion encountered
  ```
- After:
  ```bash
  $ nix-instantiate --extra-experimental-features flakes --strict
  error: infinite recursion encountered
