Make the Quick Links page discoverable at all

Given the current state of Zulip vs Matrix, I don't know if we should mention it anywhere else currently other than in the Quick Links.

Changed CI to Buildkite (and run it straight into the SSO link that again has a discoverability issue).

Currently there is no way to discover that the Quick Links page exists
at all.
Updates to the current CI situation and fixes the fact that the SSO
login is basically undiscoverable.
Also indicate that it is the new chat option we would like to migrate to
and suggest that Matrix is the old one.
