As a user of the security tracker, I want to navigate to GitHub issues linked from a vulnerability record

Acceptance criteria

Given there is a published vulnerability record with linked issues,
When I view the record on the security tracker,
The associated GitHub issue is linked in that view.

Implementation notes

Let's allow multiple links even if we just use one for now.
