In order for users and contributors to better understand the development trajectory of the security tracker, we should write down in which terms we think about it.

Currently, we have the following actors in mind:

NixOS security team
Nixpkgs package maintainers
Nixpkgs contributors
Nixpkgs users (individuals, organisations)
Security tracker developers/contributors

We should also add some notes on what our idea of these user groups is, in order to inform prioritisation of ongoing work.
