Subject: [PATCH] Don't let 'preferLocalBuild' override 'max-jobs=0'

This resolves #3810 by changing the behavior of `max-jobs = 0`, so
that specifying the option also avoids local building of derivations
with the attribute `preferLocalBuild = true`.
